K Chandrashekhar Rao, Telangana CM recently directed the officials to draft a new urban policy that comprises of new Acts for municipalities, municipal corporations, Greater Hyderabad Municipal Corporation, Hyderabad Metropolitan Development Authority and other Urban Development Authorities that fall under the State jurisdiction.
CM also instructed the officials to work on new rural and revenue policies also. The officials also received directions to formulate proposals of these policies and Acts in the coming few days so that the legislative assembly session can be held particularly to discuss and pass the new rules.
K Chandrashekhar Rao also said that the motive of these policies is to curb corruption and to offer transparent administration in order to offer service delivery to cater to the people living in both urban and the rural areas.
These new acts will also offer legal option to bring down illegal construction in the state.
Earlier to this, , the municipal administration and urban development (MA&UD) department in Telangana introduced a proposal of self-certification to sanction residential building permission on the plots upto 200 square metres i.e. 240 square yards.
The official also said that according to Section 250 of the proposed Municipal Act any developer/property owner will be sentenced to jail for three years if found guilty for the development of building without the consent and for violating master plan norms.
Sources said that the Greater Hyderabad Municipal Corporation [GHMC] is also showcasing interest in the proposal to implement self-certification for building permission in approved layouts.
The official also said that the sanctions will be given as soon as the property owners upload all required documents online along with submission of fees online. Also, the plots measuring upto 200 sq metres does not require an Occupancy Certificate.
But, the property owners/developers are required to give a declaration that they will be responsible for any legal action against them. This proposal is drafted on the basis of overwhelming response that the Telangana State Industrial Project Approval Self Certification System (TSiPASS) received as it has proven helpful to bring down corruption in the town planning wings in the state.
