E-auctionPMC i.e. the Pune Municipal Corporation is planning to organize e-auction system in order to reduce the inappropriate use of its properties that are on rent. However, all the rented properties are a great source of income for the Municipal Corporation.

The civic body is facing problems due to delay in recovering rents, unauthorized occupancy of properties and the political interference at the time of allotment of these buildings. At present, the Municipal Corporation is renting its properties via tender process.

There are nearly 17,000 properties of the civic body that are rented out including land, buildings, properties on lease, acquired land and buildings, machinery, electric and office equipment, furniture, vehicles, roads and street-poles. The civic activists have expressed their concerns over the maintenance of these properties time and again. The activists also alleged that the Pune Municipal Corporation has failed to recover the rent of these properties for more than hundred years.

Anil Mule, head of the PMC’s land and estate department said that the online system can reduce the technical complexities of the bidding process. Also, the scope of manual intervention is expected to be reduced as the process will ensure transparency. He further said that the announcement of e-auction will be done after receiving all the clearances and permissions.

In 2003, the Pune Municipal Corporation has received a notice from the Citizens’ forum Surajya Sangharsh Samiti for listing is properties and the same has also approached the Bombay high court. In return to which the Bombay High Court directed the civic body to draft a land lease policy. The PMC framed the policy in 2008, but the process to identify the properties took some time.

According to the PMC officials, the base prices remain same across the Pune city for renting civic properties. However, the percentage of earning revenue changes from area to area.

Vilas Kanade, a senior PMC official coordinating the e-auction said that many bidders are expected to come forward in case we introduce e-auction as it will increase competition among the bidders.
