The Kolkata Municipal Corporation has taken major steps to bring a maximum number of property owners under the unit area assessment (UAA) system. The KMC has gone forward for conversion and the deadline to adopt the new system is likely to be extended till 30th September from 31st March.
According to the forced conversion method, the assessment department inspectors will visit the home of assesses and a SAF will convert the property owners to the UAA system in case the person refuses to switch in UAA [Unit Area Assessment] from the earlier rent-based valuation.
As per the revenue department official, in January, the top civic officials directed the assessment department inspectors to prepare a ward-wise list of assessees who are yet to switch into UAA and were also directed to visit those households along with a SAF.
An assessment department official said that the instruction was directed as the top officials of the civic body wanted to speed up the process of conversion from the rent-based valuation system to UAA system. The top officials of the revenue department were in a hurry as only 40,000 assesses were bought under UUA network.
While looking at the poor response from the taxpayers, the revenue department officials directed the assessment department inspectors to stop mutation of the assessees who didn’t applied for UAA.
One of the KMC officials said that the civic body has made conversion to UAA compulsory in case of issuing mutation certificates. Earlier also this strategy worked for us, particularly in the added areas and south Kolkata locales. Also, the number of assessees brought into the UAA rose to 70,000 by January 2019.
This is when the top officials decided to send assessment department inspectors door-to-door to carry out a drive to bring more assessees under the Unit Area Assessment.
The inspectors visited assessees homes’ in Dhakuria, Gariahat Road, Kasba, Jadavpur, Baghajatin, Netaji Nagar, Jodhpur Park, Tollygunge, Behala and some areas of off EM Bypass, and distributed SAF that were required to be field. The official said that in the last two and a half months, the civic body brought over 10,000 property owners under the UAA.
Another official said that the top civic officials wanted to bring a maximum number of property owners under UAA as the revenue dipped in 2018-19.
