In a recent development, HSVP that is the Haryana Shahari Vikas Pradhikaran may take over the land of nine colonies in Gurugram whose licenses are cancelled by DTCP [Department of Town and Country Planning].

The department formed a committee that will be headed by the HSVP administrator Chandrashekhar Khare in order to find out multiple ways to acquire land’s possession.

Earlier this week, the committee including HSVP administrator, district town planner and senior town planner had a meeting with representatives of the developers whose licenses are cancelled and also issued them directives to submit details of land, ownership and third party rights in case they have. The developers are also directed to submit the details of the money that may have borrowed from investors/buyers along with the information of buildings that were approved or the construction work commenced on the same.

As per the sources, in most of cases, the land is barren as the construction is yet to commence on these projects.

Prior to this, the Department of Town and Country Planning cancelled licenses of nine builders having both residential and commercial projects in sectors 37, 74, 81A, 88, 95, 102, 107, 108, 110 and 114. All these sectors are located along the Dwarka Expressway, apart from Sector 74 as it is located on SPR i.e. the Southern Peripheral Road.

The developers are also restrained from sale, purchase or any other transaction in regard to these projects. The department cancelled licenses of these projects for multiple reasons like the non-payment of external development charges (EDC) and bank guarantees, non-commencement construction, not renewing licenses and for not following the building rules laid by the department of town and country planning.

The sources also said that these developers are yet to pay EDC of Rs. 200 crore to the department of town and country planning.

The Deputy Commissioner of Gurugram was directed by the DTCP director to prepare an assessment of these developers and project that will include both properties and the liabilities.

In case of takeover, the Haryana Shahari Vikas Pradhikaran will be the first urban development authority to take over the and from private builders, as they fail to pay Governmental charge or fail to develop the project within the said time.

Although, the takeover is still not confirmed as the authority is facing financial crunch and don’t know if they will be able to develop these projects. However, the officials said that the investors and buyers will not be affected by this move as the Government will look after the entire issue.

The official also said that the Government will fulfill the investors’ liability in case the Haryana Shahari Vikas Pradhikaran takeover the project.
