In Gurugram, DTCP i.e the Department of Town and Country Planning recently issued showcause notices to two city-based architects’ for allegedly putting up false information that was submitted to the department in order to receive Occupation Certificates (OCs) for their clients who are the two owners of residential units under department’s self-certification scheme.
At the time of inspection, the teams formed by the DTCP re-examined approximately 250 properties in the licensed colonies that obtained Occupancy Certificates between 1st January and 31st March and observed that the alterations were carried out to these units after the receival of OCs.
In the notice, the District Town Planner said that the photographs attached with the files do not represent the site. It was observed that the architects submitted the case files without making a site visit which is unethical.
Also, the Department of Town and Country Planning directed the architects to reply about the same in 10 working days. The department also said that no approval will be granted to any case file submitted and in this case the department will recommend cancellation of architects’ professional licenses if the replies from the same are found unsatisfactory.
Earlier it had been reported that the DTCP formed several teams of junior engineers and field investigators to re-examine OCs where building norms violations were detected.
According to the amended Haryana Building Code, 2017, a person constructing a residential unit has to submit a “self-certificate” to DTCP via a recognized architect, after which, the department will issue OC within eight working days if the construction is carried out as per the laws.
