Haryana CM Manohar Lal Khattar gave thumbs up to the proposal of registering the newly-constructed fourth floors of independent houses which must be located in the plotted colonies. This green signal from the CM himself came as a huge relief for the homeowners in Huda sectors and licensed colonies of Gurugram region.
After the change in housing policy of the Haryana State, the homeowners wishing to sell-off the newly constructed fourth floor as an independent housing unit were facing the heat as the newly framed laws didn’t approve registration of the fourth floor as a separate entity due to which the homeowners were unhappy.
Earlier, HUDA [Haryana Urban Development Authority] amended the rule for individual plots/homeowners and gave its nod for the construction of a stilt and four floors which was earlier limited to stilt and three floors. Later this year, the DTCP [Department of Town and Country Planning] deregulated the registration of the fourth floor as an independent residential unit.
Earlier this week, Haryana CM Khattar met the homeowners and heard about the non-registration of fourth-floor decision after which he said that the Government permitted construct of the concerned floor but didn’t allow its registration as a separate residential unit. However, this decision is being revoked and now the property owners can get the registration done which they have been demanding ever since the restriction has been imposed. CM Khattar also directed the same to the concerned officials.
It is estimated that currently, 500-600 property owners of plotted houses in Gurugram are constructing fourth floors on their properties and this number will increase further up to 1,000 in some time. The change in Haryana Building Code restricted the property owners from registering the fourth floor as an independent housing unit but now with the change in a decision from the Chief Minister himself, the HBC [Haryana Building Code] has to amend their rules.
In fact, the last amendment of Haryana Building Code resulted in the sudden increase in construction of the fourth floor in residential units.
