The Chennai Metropolitan Development Authority [CMDA] recorded two-fold growth in the layout approvals between the year 2016 and 2018. This rise is witnessed after the ban on registration of unapproved plots under the jurisdiction of the Chennai Metropolitan Area (CMA).

According to CMDA, the authority sanctioned 38 layouts in the year 2016 and this figure increase to 63 in 2017 and further to 85 in 2018. The authority also approved 36 layouts in the past three months in comparison to the number of layouts sanctioned in between the year 2011-2015. In this period the number of sanctioned layout stood between 28 to 46.

According to the detailed data of the Chennai Metropolitan Development Authority, the number of approved independent plots increased by three-folds from 2016 to 2018. In the year 2016, 2,075 independent plots got sanctioned and this number increased to 4,867 plots in 2017. The trend continued to be the same in 2018, with approval of 6,115 independent plots.

Similar to this, the authority sanctioned 1,832 plots in the first three months of 2019. The Chennai Metropolitan Development Authority presides over an area of 1,189 sq kilometres that includes Chennai district and parts of Kancheepuram and Tiruvallur districts on the fringes of the city.

This is believed to take a plunge on illegal construction particularly on the fertile farmland.

S Sridharan, Confederation of Real Estate Developers’ Association of India (CREDAI) Chennai chapter vice president said the development of unauthorized construction close to highways is now the thing of past and the authority is not going to grant permission for construction in case of the illegal plot. Along with this, the banks are also being reluctant to facilitate loans to illegal plots.

The case filed in the Madras high court pressurized the Tamil Nadu Government to take stringent action on the massive conversion of farmland into residential plots without the consent of CMDA or the directorate of town and country planning.

However, the Government later gave nod to the registration of unapproved plots that were sold prior to October 20, 2016.

All the sanctioned layouts have to follow the development rules related to the construction of roads, developing parks and more.
